A recent 2010 report undertaken by the European Human Rights Commission confirmed that there is considerable confusion amongst public sector staff about the appropriate use of trans terminology. The report was based on phone interviews and online survey responses from nearly 100 public bodies across England, Scotland, and Wales. The public bodies selected covered a range of sectors and geographical areas.
Whilst it does not cover Northern Ireland it is still of use here to identify examples of good practice.
